Matt Wagley brings more than 20 years of construction industry experience to his role as Senior Vice President of Heavy Civil East at Phillips.
Matt is responsible for overseeing water, industrial, mining, and, aside from Florida, commercial projects from planning through completion, while cultivating lasting partnerships with clients and stakeholders. Matt ensures that Phillips Heavy, Inc.’s East operations deliver complex infrastructure projects safely, efficiently, and to the highest standards of quality—reinforcing Phillips’ reputation as a leader in modern infrastructure solutions.
With a career spanning project management, estimating, and executive leadership, Matt combines technical expertise with strategic vision. He has led some of the nation’s most significant heavy civil and water infrastructure projects—including reservoirs, stormwater treatment systems, and large-scale earthworks—providing vital water storage and treatment capacity. His leadership has not only advanced critical infrastructure but has also earned industry recognition.
